2024 Democratic Primary County Board Candidates Respond to Equality Arlington Questionnaire
Equality Arlington sent the 5 candidates running in the 2024 Democratic Primary for Arlington County Board a questionnaire about their stances on the needs of the LGBTQ+ community and related policy issues. Equality Arlington will not be endorsing any candidate this cycle but we think it is important that the community is aware of the candidates’ responses and take these into account when casting your vote. Thank you to the candidates for letting us know how you intend to serve the LGBTQ+ community of Arlington if you are elected to the County Board. The candidate responses can be found below and the PDF with all responses in the link below.

Question 1 – Many LGBTQ+ residents who live in Arlington don’t feel that the county provides specific services to meet their needs including healthcare services, youth programs, community building, or cultural representation. They often report having to leave the county or even Virginia to seek out services in D.C. or Maryland where they feel safer and more supported. How do you propose integrating the needs of the LGBTQ+ community into Arlington’s programs and services?
Tenley Peterson - As a longstanding advocate for LGBTQ+ rights, I am committed to ensuring that Arlington County provides relevant and inclusive services to meet the diverse needs of our LGBTQ+ residents. To address concerns about access to health care, youth programs, community building, and cultural representation, I propose several initiatives. First, we need to continue and expand outreach efforts to engage with the LGBTQ+ community to understand specific needs and challenges. We should also establish LGBTQ+ liaisons within county departments to serve as points of contact and advocates for LGBTQ+ residents. Second, we must prioritize the development of LGBTQ+-inclusive programs and services across various sectors, including health care, youth services, and cultural initiatives. This involves expanding access to LGBTQ+-friendly health care providers, enhancing support for LGBTQ+ youth through targeted programs and resources, and promoting cultural events and representation that celebrate LGBTQ+ diversity. Furthermore, I will work to increase funding and resources dedicated to LGBTQ+ organizations and initiatives within the county. By investing in community-driven initiatives and partnerships, we can create safe and supportive spaces for LGBTQ+ residents to access essential services and participate fully in Arlington's civic and cultural life. Finally, I am committed to advocating for policies and initiatives that promote acceptance, tolerance, and inclusion in Arlington schools and community spaces. This includes working with local schools to implement comprehensive anti-bullying policies, providing mental health resources and support services for LGBTQ+ youth, and fostering a culture of respect and understanding throughout the county. As an example of what we can do in this current political climate, Pride Month is a federally recognized commemoration so it should be acknowledged in schools. We can also make sure to support comprehensive sex education programming as much as possible.
Natalie Roy - I am very supportive of establishing: a LGBTQ+ Liaison role in the County; LGBTQ+ cultural competency training for front line county workers; free STI testing for Arlington residents; and better protections for LGBTQ+ homeless residents and more supportive shelter environments; and better outreach and engagement with the transgender and non-binary community to ensure they feel welcomed and supported.
Julie Farnam - Arlington must engage with the LGBTQ+ community first and foremost to understand their needs and perspective. County staff should receive training or participate in workshops to help them understand how the County’s decisions impact the community. Relatedly, the County should ensure all materials include inclusive language and that the LGBTQ+ community is represented in communication materials, including on Arlington’s website. I’d also like to see the County acknowledge and work with community partners (businesses, organizations, etc.) to promote an inclusive culture.
JD Spain - Ensuring inclusivity and support for the LGBTQ+ community within Arlington's programs and services is crucial for promoting a safe and welcoming environment for all residents. To better integrate the needs of the LGBTQ+ community: 1. Conduct Needs Assessments: Begin by conducting comprehensive needs assessments to identify the specific needs and challenges facing the LGBTQ+ community in Arlington. This can help in understanding what services are lacking and where improvements are needed. 2. Enhance LGBTQ+ Advisory Boards: Form advisory boards or committees comprised of LGBTQ+ individuals, advocates, and allies to provide input and guidance on policy decisions, program development, and community initiatives. Their perspectives can help ensure that services are designed with the community's needs in mind. 3. Enhance Healthcare Services: Work with DHS, healthcare providers and organizations to improve access to LGBTQ+-inclusive healthcare services. This could involve training healthcare professionals on LGBTQ+ cultural competence, expanding mental health support tailored to LGBTQ+ individuals, and ensuring healthcare facilities are welcoming and affirming spaces for all. 4. Expand Youth Programs: Develop and expand youth programs with APS that specifically cater to the needs of LGBTQ+ youth, providing a safe and supportive environment for them to socialize, access resources, and develop leadership skills. Partnering with APS and local LGBTQ+ organizations can also provide valuable insights on how to best serve this demographic. 5. Foster Community Building: Collaborate and organize community events, workshops, and support groups focused on LGBTQ+ issues to foster a sense of belonging and connection within the community. Encouraging collaboration with local LGBTQ+ organizations and businesses can further strengthen community ties and support networks. 6. Increase Cultural Representation: Promote LGBTQ+ cultural representation within Arlington through initiatives such the Pride celebrations, LGBTQ+ history month events, and art exhibitions showcasing the work of LGBTQ+ artists. This helps continue raised awareness, celebrate diversity, and promote inclusivity across the county. 7. Provide Training and Education: Arlington County should offer training sessions on LGBTQ+ sensitivity and inclusion for county employees, law enforcement, educators, healthcare providers, and other community stakeholders. This can help create a more respectful and understanding environment for LGBTQ+ individuals in various settings. 8. Improve Accessibility to Resources: Create a centralized resource hub within Arlington County that provides information on LGBTQ+-friendly services, support groups, healthcare providers, legal resources, and social events within Arlington. This can help individuals easily access the resources they need in a supportive and affirming environment. By taking these proactive steps to integrate the needs of the LGBTQ+ community into Arlington's programs and services, the county can create a more inclusive and welcoming environment for all residents. I am a collaborator, and collaboration with community members, stakeholders, and organizations is key to ensuring that services are developed with the input and feedback of those they are intended to support.
James DeVita - I would seek to include funding in the Arlington County Budget for all of these needs.
Question 2 – According to the 2019 Community Report Card on the Status of Children, Youth, and Families, Arlington’s LGBTQ+ youth report higher rates of bullying at school, depressive symptoms, and being sexually harassed at school than their heterosexual or cisgendered peers. This is borne out in reports from LGBTQ+ youth and their parents to this day. What do you think the county should do to better support LGBTQ+ youth in Arlington?
Tenley Peterson - As a candidate for Arlington County Board, I believe there are several steps we can take to better support LGBTQ+ youth in Arlington: I wholeheartedly support the recommendation to provide LGBTQ+ culturally competent training to front-line county staff working with youth, including Parks and Recreation and Human Services. This training is essential to ensuring that staff understand the unique challenges faced by LGBTQ+ youth and can provide the necessary support and resources to create inclusive and affirming environments. Examples include using a person’s requested name and pronouns, being aware of unique health care needs, sensitivity about difficult family dynamics, and warning signs related to self-harm. Additionally, I believe Arlington County should offer LGBTQ+ youth programs in partnership with local organizations that specialize in serving LGBTQ+ youth. For example, we should coordinate with local nonprofits for camps and classes. By providing dedicated programs and spaces where LGBTQ+ youth can connect with peers, access resources, and receive support, we can
help address the specific needs of this vulnerable population. Furthermore, I am committed to advocating for policies and initiatives that promote acceptance, tolerance, and inclusion in Arlington schools and community spaces. This includes working with local schools to implement comprehensive anti-bullying policies, providing mental health resources and support services for LGBTQ+ youth, and fostering a culture of respect and understanding throughout the county. As an example of what we can do in this current political climate, Pride Month is a federally recognized commemoration so it should be acknowledged in schools. We can also make sure to support comprehensive sex education programming as much as possible. By taking proactive steps to support LGBTQ+ youth, we can create a more equitable and inclusive community where all young people feel empowered to thrive and succeed. I look forward to working with Equality Arlington and other stakeholders to make this vision a reality.
Natalie Roy - Among other things, it is important that the County be clear that the County Parks and Recreation Department summer code of conduct and anti-bullying provisions apply year-round. It is also critical that Arlington County staff meet with LGBTQ+ youth to discuss steps that can be taken to reduce bullying and foster a welcoming, and safe environment.
Julie Farnam - We need to create safe spaces for LGBTQ+ youth in schools and at community centers. Bullying and harassment must be addressed head-on, and we must stress that bullying and harassment for any reason will not be tolerated. That means that schools need to make it safe for LGBTQ+ youth to report issues and that the concerns reported are taken seriously and those reporting them will not be retaliated against. This also requires education within schools and amongst teachers and others in the community to recognize the signs of bullying and depression.

It is alarming to learn that LGBTQ+ youth are experiencing higher rates of bullying, depressive symptoms, and sexual harassment at school compared to their heterosexual or cisgender peers. This disparity in treatment is unjust and demands action from the county to provide better support for LGBTQ+ youth. One crucial step that the county can take to better support LGBTQ+ youth in Arlington is to implement comprehensive anti-bullying policies and programs in schools. These initiatives should specifically address the unique challenges faced by LGBTQ+ youth and provide resources for both students and educators to create a safer and more inclusive school environment. Additionally, the county should invest in mental health resources and support services tailored to the needs of LGBTQ+ youth to address the higher rates of depressive symptoms reported in the community. Furthermore, it is essential for the county to prioritize education and training for school staff and community members on LGBTQ+ issues, identities, and experiences. By increasing awareness and promoting understanding, the county can foster a culture of acceptance and support for LGBTQ+ youth. This can be achieved through workshops, seminars, and resources that equip individuals with the knowledge and tools to create an inclusive and affirming environment for all students. Overall, it is imperative that Arlington takes proactive measures to address the disparities faced by LGBTQ+ youth in the community. By implementing targeted policies, programs, and support services, the county can create a more equitable and inclusive environment where all youth feel safe, valued, and respected.
James DeVita - I would support holding classes designed to prevent bullying.
Question 3 – LGBTQ+ seniors are less likely to have long-term care and senior housing communities geared towards their needs forcing some seniors to go back into the closet or feel deeply uncomfortable in these environments. What are your plans to ensure this segment of our senior population is supported and able to age comfortably and with dignity in our community?
Tenley Peterson - To address the gaps highlighted in the Long-Term Care Equality Index 2023, I propose the following initiatives: I am very supportive of the work being done to explore the proposed development of 92 affordable senior housing units by Clarendon Presbyterian Church and APAH, specifically designed to be LGBTQ+ friendly. We are in the early stages of this project, but it is very much the sort of project I would support. This proposal would address a critical gap in Arlington County's housing supply for seniors and LGBTQ+ adults and provide a safe and supportive environment for LGBTQ+ seniors to age in place. Additionally, I believe it's imperative for Arlington County to partner with organizations like SAGE to encourage long-term care and senior housing communities within the county to adopt non-discrimination policies, provide staff training on LGBTQ+ cultural competency, and offer supportive services tailored to LGBTQ+ residents' needs. This includes implementing LGBTQ+ inclusive resident services, supporting LGBTQ+ employee benefits and policies, and promoting resident and community engagement. By taking proactive steps to address the needs of LGBTQ+ seniors, we can ensure that every member of our community can age comfortably and with dignity. I am committed to working collaboratively with Equality Arlington and other stakeholders to make Arlington a more inclusive and supportive place for LGBTQ+ older adults.
Natalie Roy - I agree with Equality Arlington, that the County should be doing everything it can to make sure it’s 2019 Equity resolution is effectively implemented and better serves the LGBTQ+ community. It is long overdue. One step I would launch would be a task force to explore concrete action items to address senior LGBTQ+ concerns on long-term care and housing. The task force would also identify opportunities to make Arlington a welcoming place for the Senior LBGTQ+ community.”
Julie Farnam - While Arlington has a lot of senior programming, I do not recall any specific programming geared towards LGBTQ+ seniors. This segment of the population may feel even more isolated than younger generations. I’d like to see the County and the community centers offer programming specifically for this demographic. Knowing that they aren’t alone and that there are other LGBTQ+ seniors in Arlington is empowering.
JD Spain - Supporting LGBTQ+ seniors and ensuring they can age comfortably and with dignity in our community is a crucial aspect of fostering inclusivity and respect for all residents. To address the unique needs of LGBTQ+ seniors, a comprehensive approach that encompasses policy changes, community support, and education initiatives is essential. First and foremost, the community should advocate for policy changes at the local, state, and federal levels to ensure that LGBTQ+ seniors have equal access to long-term care and senior housing communities. This may involve implementing nondiscrimination policies that explicitly protect LGBTQ+ individuals in these settings and increasing funding for LGBTQ+ affirming services and programs. By enacting these policy changes, we can create a more welcoming and inclusive environment for LGBTQ+ seniors in need of care and housing. Secondly, community support is vital in ensuring that LGBTQ+ seniors feel accepted and respected as they age. Establishing LGBTQ+ affirming senior centers, support groups, and social programs can provide a sense of community and belonging for LGBTQ+ seniors who may feel isolated or marginalized. By fostering connections and relationships within the community, we can help combat feelings of loneliness and create a support network for LGBTQ+ seniors to lean on. Education initiatives play a key role in promoting understanding and acceptance of LGBTQ+ seniors among caregivers, healthcare providers, and community members. Implementing training programs that focus on LGBTQ+ cultural competency, historical perspectives, and the unique challenges faced by LGBTQ+ seniors can help improve the quality of care and support provided to this population. By raising awareness and promoting sensitivity, we can create a more inclusive and welcoming environment for LGBTQ+ seniors in our community. Overall, supporting LGBTQ+ seniors in our community requires a multifaceted approach that addresses policy gaps, provides community support, and prioritizes education and awareness. By working together to implement these strategies, we can ensure that LGBTQ+ seniors have the resources, care, and respect they deserve to age comfortably and with dignity in our community.
James DeVita - I would support lawsuits to prohibit discrimination in housing.
Question 4 – Do you support Clarendon Presbyterian Church, in partnership with APAH, in their efforts to redevelop their land to include affordable housing geared toward LGBTQ+ seniors?
Tenley Peterson - I am very supportive of the work being done to explore the proposed development of 92 affordable senior housing units by Clarendon Presbyterian Church and APAH, specifically designed to be LGBTQ+ friendly. We are in the early stages of this project, but it is very much the sort of project I would support. Natalie Roy - Virginia's Fair Housing Law makes it illegal to discriminate in residential housing on the basis of race, color, religion, national origin, sex, elderliness, familial status, disability, source of funds, sexual orientation, gender identity, or military status. It is illegal to discriminate against the LGBTQ+ community in residential housing, just as it is illegal to discriminate on every protected class listed above. Under that same law, you cannot have a housing project exclusively for LGBTQ+ community members. The Fair Housing Law requires it must be open to everyone in the community.*
Julie Farnam - While I support housing for the LGBTQ+ community, seniors, people with disabilities, and others, I do not support the proposal to build 90+ apartments on the site of the Clarendon Presbyterian Church. I am not opposed to putting housing on that site, but I believe there is a balance that can be achieved that will help the church meet their financial goals with the sale/rezoning of the land and also provide more housing. Housing such as townhomes would be more appropriate at that site. This would still achieve the goal of creating housing and increasing density on that site, while also not being too disruptive to the character of that neighborhood. Arlington also needs more housing options that will be sold, not rented, and I’d strongly advocate that whatever is built at the Clarendon Presbyterian Church site be homes for sale rather than rent.
JD Spain - Yes, Supporting the development of affordable housing geared toward LGBTQ+ seniors in Arlington will have significant positive impact on the community. Creating a safe and inclusive housing option for LGBTQ+ seniors can address the specific needs and challenges faced by this population, such as discrimination, isolation, and lack of affirming social support. By providing affordable housing specifically tailored to LGBTQ+ seniors, Clarendon Presbyterian Church and APAH have the opportunity to foster a more welcoming and supportive environment for this vulnerable demographic. Additionally, this partnership exemplifies my values and a collaborative effort between a community organization and a housing provider to address the pressing issue of affordable housing and support LGBTQ+ seniors in accessing safe and affordable living options. By working together, they can leverage their resources, expertise, and networks to create a sustainable and impactful housing solution that meets the needs of LGBTQ+ seniors in the community. It is important to consider the broader impact of this redevelopment project on the local community, including how it aligns with zoning regulations, community preferences, and the overall vision for sustainable and inclusive development. Engaging with key stakeholders, conducting community consultations, and ensuring transparency throughout the planning and implementation process will help address any concerns or challenges that may arise. Overall, the efforts of Clarendon Presbyterian Church and APAH to redevelop their land to include affordable housing geared toward LGBTQ+ seniors have the potential to make a meaningful difference in the lives of LGBTQ+ seniors and contribute to creating a more inclusive and supportive community for all residents.
James DeVita - Yes, but we would also need to make sure that the number of units and parking is compatible with the site.
* Equality Arlington would like to clarify that the proposed Clarendon Presbyterian Church redevelopment project would provide LGBTQ+ friendly affordable housing for seniors. This type of housing is compliant with federal, state, and local fair housing laws.
Question 5 – LGBTQ+ youth are 120% more likely to experience homelessness than non-LGBTQ+ youth and are estimated to make up 40% of the youth homeless population in the United States (43% of homeless youth in D.C. identify as LGBTQ+). LGBTQ+ adults experiencing homelessness are at greater risk of sexual abuse, discrimination, and stigma. How would you ensure that Arlington County is providing the services needed to support LGBTQ+ residents experiencing homelessness? Would you support conducting a needs assessment for LGBTQ+ residents experiencing homelessness?
Tenley Peterson - Addressing homelessness among LGBTQ+ residents is a priority. I support conducting a needs assessment to understand their challenges and ensuring that Arlington County provides necessary services and resources. This includes targeted support and programs to address the unique needs of LGBTQ+ individuals experiencing homelessness. I also support expanding our affordable housing opportunities, including our housing grants program. Our homeless shelter staff and DHS staff should also have specialized training to make sure they are aware of the unique needs of our LGBTQ+ you. Examples include using a person’s requested name and pronouns, being aware of unique health care needs, sensitivity about difficult family dynamics, and warning signs related to self-harm.
Natalie Roy - I would explore ways which Arlington County can provide better protections for LGBTQ+ homeless residents and more supportive shelter environments. I would work with fellow Board members, the new Liaison and a task force to come up with concrete ways to improve services across the County.
Would you support conducting a needs assessment for LGBTQ+ residents experiencing homelessness? Yes
Julie Farnam - To answer your second question first, yes, I would support a needs assessment for the LGBTQ+ residents experiencing homelessness. Regarding your first question, the County should leverage federal funding that is available from the Department of Housing and Urban Development and other sources that work to establish and strengthen community-based programs that address LGBTQ+ youth who are experiencing or are at risk of experiencing homelessness. Any services Arlington offers, regardless of how it is funding, requires the County to establish goals for the program, a plan to measure success, and appropriate oversight to ensure we are indeed providing the services needed.
JD Spain - Despite Arlington’s supports for residents facing housing insecurity, hundreds of residents are chronically homeless. We need to fully fund these supports, and other actions needed to implement our newly adopted Strategic Plan to Prevent and End Homelessness so that no Arlington resident needs to resort to homelessness. To ensure that Arlington County is providing the necessary services to support LGBTQ+ residents experiencing homelessness, it is crucial to adopt a comprehensive and inclusive approach that addresses their unique needs and challenges. Conducting a needs assessment specifically tailored to LGBTQ+ residents experiencing homelessness can play a vital role in identifying gaps in services, understanding the barriers they face, and shaping targeted interventions to meet their needs effectively. Supporting LGBTQ+ residents experiencing homelessness requires a multi-faceted strategy that encompasses in my opinion, the following key elements: 1. **Needs Assessment**: Conducting a needs assessment for LGBTQ+ residents experiencing homelessness in Arlington can provide valuable insights into their specific needs, experiences, and barriers to accessing services. By gathering data and feedback directly from LGBTQ+ individuals experiencing homelessness, Arlington County can tailor its services and support to address the unique challenges faced by this population. 2. **Training and Education**: Providing training for shelters, outreach workers, and service providers on LGBTQ+ cultural competency, sensitivity, and the specific needs of LGBTQ+ individuals experiencing homelessness is essential. This can help ensure that services are inclusive, welcoming, and affirming for LGBTQ+ residents seeking assistance. 3. **Affirming and Inclusive Services**: Establishing LGBTQ+ affirming shelters, supportive housing options, and service programs can create a safe and welcoming environment for LGBTQ+ residents experiencing homelessness. Ensuring that services are inclusive and respectful of diverse gender identities and sexual orientations is crucial to meeting the needs of this population effectively. 4. **Collaboration and Partnerships**: Building partnerships with LGBTQ+ community organizations, advocacy groups, and service providers can enhance the capacity of Arlington County to support LGBTQ+ residents experiencing homelessness. Collaborating with experts in LGBTQ+ issues can improve the quality and effectiveness of services provided to this population. 5. **Policy and Funding Support**: Advocating for policies that protect LGBTQ+ individuals from discrimination in housing and homelessness services, as well as securing dedicated funding for LGBTQ+ affirming programs and initiatives, are essential steps to ensuring that Arlington County can effectively support LGBTQ+ residents experiencing homelessness. If we implement these strategies and prioritize the needs of LGBTQ+ residents experiencing homelessness, Arlington County can work towards creating a more inclusive and supportive environment where all individuals, regardless of sexual orientation or gender identity, can access the services and support they need to address homelessness effectively and with dignity.
James DeVita - I would seek funding in the Arlington County budget for these needs and I would support a needs assessment.
Question 6 – HIV infection rates have increased by 58% percent in Arlington County since 2022, mostly among young adults. Many LGBTQ+ residents report difficulty finding healthcare resources, STI testing, and HIV services in the county. What would you do as a County Board member to reverse the trend in HIV infection rates and ensure that LGBTQ+ residents have access to crucial sexual health services?
Tenley Peterson - As a County Board member, addressing the concerning rise in HIV infection rates among LGBTQ+ residents is a priority. We must enhance awareness of existing health care resources through targeted public messaging campaigns. Acknowledging the unique needs of the LGBTQ+ community is paramount, and I will advocate for comprehensive training to ensure health care providers understand and address these needs effectively. Moreover, securing appropriate funding to bridge existing gaps in state and federal programs is crucial to expanding access to crucial sexual health services. By collaborating with health care providers, community organizations, and government agencies, we can develop holistic strategies to reverse the trend in HIV infection rates and ensure all residents, especially those in the LGBTQ+ community, have access to the care they need. We can also make sure to support comprehensive sex education programming as much as possible. I led a Comprehensive Sexuality Education program in Singapore that promoted the awareness and acceptance of LGBTQ+ community members. See the AWARE Saga for more information.
Natalie Roy - Here are two things I would work with my colleagues on the County Board to explore doing right away: Provide free STI testing for Arlington residents; and Expand public awareness and education efforts.
Julie Farnam - I’d like to see Arlington be a leader in this space and I’d look to Europe for examples of what can be done to promote safer sex and thus reduce HIV rates. In Italy, for example, they have vending machines that dispense condoms. Places like Clarendon, Ballston, Courthouse, and Crystal City would be good locations for something similar. We also need comprehensive sexuality education, outreach, and healthcare services.
JD Spain - As your County Board member, addressing the increase in HIV infection rates among young adults in Arlington County and ensuring that LGBTQ+ residents have access to crucial sexual health services would be a top priority. This can help reduce stigma, increase knowledge about prevention strategies, and encourage individuals to seek testing and treatment. 2. **Expand Healthcare Resources**: Work to expand access to LGBTQ+ affirming healthcare providers, clinics, and community health centers that offer comprehensive sexual health services, including HIV testing, counseling, and treatment. Collaborating with healthcare providers who have expertise in LGBTQ+ healthcare needs can improve access and quality of care for LGBTQ+ residents. 3. **Partner with Community Organizations**: Collaborate with key LGBTQ+ advocacy groups, community organizations, and public health agencies to develop targeted programs and initiatives that specifically address the needs of LGBTQ+ residents in terms of sexual health services. Question 7 – Transgender and nonbinary residents are under increasing attack in our country which has led to discrimination, stigma, and systemic inequality. What would you do as a County Board member to better support the Arlington transgender and nonbinary community?
Tenley Peterson - As a County Board member, I am committed to taking concrete actions to support the transgender and nonbinary community in Arlington. This includes advocating for policies that promote inclusivity, safety, and respect for all residents. I will work to ensure that county services and facilities are welcoming and accessible to transgender and nonbinary individuals, and I will prioritize efforts to address discrimination and stigma through education and outreach programs. Additionally, I will actively engage with transgender and nonbinary residents to better understand their needs and concerns, and I will advocate for resources and services that specifically address those needs. By fostering a culture of acceptance and understanding, we can create a community where transgender and nonbinary individuals feel valued, respected, and empowered to fully participate in civic life.
Natalie Roy - I would actively engage in developing much better outreach and engagement with the transgender and non-binary community to ensure everyone feels welcomed and supported. I would also actively make sure that our Commissions and public advisory committees have the requisite representation from the LGBTQ+ community.
Julie Farnam - Similar to my response to question one, I believe the County needs better training and needs to be more deliberate in how they communicate and engage with the transgender and nonbinary community. To better support this community, I’d start by asking them what they feel they need to feel supported. It’s a basic question, but it’s one I don’t think the County is asking. As an elected official, I would be guided by the needs of the community and I would not assume I know what those needs are without engaging with—and more importantly, listening to—those I am seeking to assist. I firmly believe everyone should feel included and that starts with acknowledge they have a voice that deserves to be heard.
JD Spain - As your County Board member, and a professional who leads in this space in corporate America, it is crucial to take proactive steps to better support the transgender and nonbinary community in Arlington facing discrimination, stigma, and systemic inequality. I would prioritize to advocate for and support the transgender and nonbinary residents in our community in several ways: 1. **Pass and Enforce Anti-Discrimination Policy**: Advocate for the implementation and enforcement of anti-discrimination policy and laws that specifically protect transgender and nonbinary individuals in areas such as housing, employment, healthcare, education, and public accommodations. These measures are essential to prevent discrimination and ensure equal treatment and opportunities for all residents regardless of gender identity. 2. **Promote Inclusive Policies and Practices**: Work towards implementing gender-inclusive guidance and policies and practices within Arlington County agencies, programs, and services to ensure that transgender and nonbinary residents feel welcome, respected, and supported. Question 8 – How can Arlington County better support Lesbian, Gay, Bisexual, Transgender, Queer or Questioning (LGBTQ+) residents as they come under increasing political attack across the United States?
Tenley Peterson - I have a longstanding commitment to LGBTQ+ rights and have actively supported initiatives promoting equality and inclusion. To better support our LGBTQ+ residents in the face of increasing political attacks across the United States, I have a track record of taking proactive steps: Education and Awareness: As an educator, I taught sex education in Singapore, emphasizing awareness and acceptance of LGBTQ+ individuals. Community Engagement: I participated in significant LGBTQ+ events, including Singapore's first Pink Dot parade and being present at the Obergefell decision at the Supreme Court. Supportive Spaces: I have actively participated in events like Drag Story Time and hosted campaign events at LGBTQ+ establishments like Freddie's Beach Bar to create safe and inclusive spaces. Advocacy: I have consistently advocated for LGBTQ+ rights and spread awareness during Pride Month, amplifying the voices and issues facing the LGBTQ+ community. Inclusive Hiring: I prioritize diversity and inclusion in my campaign team, ensuring LGBTQ+ individuals have a seat at the table and their voices are heard.
Natalie Roy - I would do the following: 1. Identify the extent to which these political attacks are already taking place in Arlington; 2. Make sure the newly created LBGTQ+ Liaison is reporting directly to the County Board on any and all cases of LBGTQ+ bigotry; and 3. Ensure any cases of political attacks are addressed quickly and firmly.
Julie Farnam - This issue—the intersection of politics and hate—is one that I have explored extensively and wrote about in my bestselling book Domestic Darkness. When we see hate in any form be it discrimination against the LGBTQ+ community, racism, anti-Semitism, etc., we must speak out against it. Hate flourishes in silence. And as progressive as Arlington likes to think it is, hate very much exists here, too. All too often, we don’t address it appropriately because talking about this topic is often uncomfortable and it forces us to acknowledge our biases. But that’s the first step: acknowledging this scourge exists here. We can’t change the whole United States if we can’t address the problem in our own backyard first. Part of the reason why we’ve seen an increase in political attacks against the LGBTQ+ community and others is because we’ve elected individuals who have embraced hateful groups and brought them into the mainstream. These groups are no longer fringe elements of our society. They are seen as a legitimate voting bloc and are courted as such. The Proud Boys, who although have changed organizationally post-January 6th, have grown nationally with 154 chapters in the United States currently, including two in the DMV. The LGBTQ+ community is a frequent target of their hate. When we elect a president or anyone else at any level of government who refuse to publicly denounce the group or other hate-spreading groups, and instead tell them to “stand back and stand by,” we’ve empowered these groups and given them a platform to further spread their hate. To address this issue politically, we need to vote for those who support our values. But more than that, we need to support candidates who are reasonable and who are willing to work with others, including those across the aisle. Moving further right or left politically exacerbates our divisions. Division makes us weak and further erodes our democracy. As our democracy slowly dies, it is replaced by a system of government that does more to harm its citizens than to help them.
JD Spain - Supporting LGBTQ+ residents in Arlington County as they face increasing political attacks across the United States is crucial to fostering a safe, inclusive, and welcoming community. Here are some steps Arlington County can take to better support LGBTQ+ residents during challenging times: 1. **Strengthen Anti-Discrimination Protections**: Advocate for comprehensive anti-discrimination policy and laws that explicitly protect LGBTQ+ individuals in areas such as employment, housing, education, healthcare, public accommodations, and other crucial areas. Enforce these laws to ensure that LGBTQ+ residents are treated fairly and have legal recourse if they face discrimination. 2. **Provide LGBTQ+ Cultural Competency Training**: Offer LGBTQ+ cultural competency training for county employees, law enforcement, educators, healthcare providers, and other community members to promote understanding, inclusivity, and respectful interactions with LGBTQ+ individuals. This training can help prevent discrimination and enhance support for LGBTQ+ residents. 3. **Allocate Resources to LGBTQ+ Support Services**: Increase funding and resources for LGBTQ+ community centers, organizations, and support services that provide counseling, social services, legal assistance, healthcare referrals, and other essential resources for LGBTQ+ residents. Collaborate with these organizations to address the specific needs of LGBTQ+ individuals in Arlington County. 4. **Engage with LGBTQ+ Advocacy Groups**: Build partnerships with LGBTQ+ advocacy organizations, allies, and activists to advocate for LGBTQ+ rights at the local, state, and national levels. Support initiatives that promote LGBTQ+ equality, address systemic inequalities, and combat discriminatory policies that adversely impact LGBTQ+ individuals. 5. **Raise Awareness and Combat Stigma**: Launch public awareness campaigns that challenge stereotypes, combat stigma, and promote understanding of LGBTQ+ identities and issues.
